Roofing Contractor License Requirements in New York

No Statewide License Required

New York does not require a statewide roofing contractor license. NYC requires the HIC license from DCWP plus building permits from DOB for roofing work. Nassau, Suffolk, Westchester, Rockland, and Putnam counties have their own HIC licensing. Most other areas require only building permits. Always check with your local building department.

NYC requires workers' compensation and disability insurance for all businesses with employees. General liability insurance is critical — many municipalities require $500,000 to $2,000,000 per occurrence for roofing contractors given the high-risk nature of the work. EPA Lead-Safe Renovation certification may also be required for work on pre-1978 buildings.
